Sorry, I've been away for the weekend. What you have to do is constantly change the position of the pivot point for the pendulums. When it swings 'down/right' it pushes on the 'vortice' putting it in an odd position, applying power, as it swings 'up/left' the 'vortice' drops out from below it, causing the main weight to swing out/up around the wheel. I'll explain more when I have a small model built. A large one would be too difficult to make without knowing how the runners need to be placed, so I'm making a small 1'dia. out of old models.
