I currently believe that you are both correct. Remember that the wheel acted as a 'dynamic brake' as thus it slowed it self down, at every turn, to match up to is maximum speed. While loaded, it would naturaly spin slower under load, always trying to build up to it's max speed. While unloaded, it would constantly try to slow down to it's max speed. Just my opinion on things.
