A small addendum, following my last post here:
1. The net GPE of the four weights neither gains nor loses, but GPE of weights on the descending side DO LOSE GPE as more weights move downwards slower, increasing torque while weights on the ascending side DO GAIN GPE faster and higher, moving upwards, thereby gaining the lost GPE by the other weights, neutralizing NET GPE gain/loss per each reset cycles.
2. But net positive TORQUE that is the essential requirement for the turning effect of the wheels, is provided by the four weights swinging motion and positions by gravitational and tethers pull effect combined.

Being an OAP, my finance is limited. and for my concept demonstration, there are three possibilities according to me:
1, Help from an established PHD Physics lecturer reviews report.
2, A FULL Mechanical simulation by top mechanical simulator.
3. A rapid Prototyping.
Any positive result from any of the three possibilities, would help launching this toy concept to market.
I am staying in UK for five months, in the hope of achieving that.

Sorry for this late reply.
Coming to UK in full winter from hot sunny bare-chested Mauritius has had some effect on me, travelling around quite a bit, dressed up like eskimos.
To your questions:
The green lines represent belts on pulleys/ chains on gears to avoid, as you justly said, wheels slipping.
You are more than welcomed to try a build if you will.
My proof of concept attempt is ongoing. I am having difficulty in finding 2:1 diameter pulleys/ gears to complete a first built attempt.
I am feeling quite confident about my Desktop Self-Rotating Wheel concept.
