Got a couple of days off (hoorah!) so here's some over-balancing.. while over-balancing!:
So basically 'over-balancing.. squared'.
Short of over-balancing while over-balanacing while over-balancing (OB³), this must be about as much angular momentum you can squeeze from a given amount of over-balancing weight.
You can raise the MoI ratio of course, so that you get more rotations of the weights than the wheel, but every permutation i've tried solved to unity.
The sim is actually pretty clean, and outputs good consistent data (applying a regenerative progressive clutch action that eliminates spikes while recouping all braking energy), so was able to rapidly trial many different speed / braking regimes; nothing there.
Just cuz it's an interesting motion tho, here's the cycle with the clutches locked:
