Spinning weights... well, there are weights inside the wheel... and the wheel is spinning... so yes... unless you mean... does each individual weight spin... then no.

Flywheels... the wheel is one large flywheel... but there's not a bunch of little flywheels or anything like that... if that's what you mean.

Levers... yes... limit or avoid levers. Levers are used for lifting something on one side by dropping something on the other... that leads us back to the old "you can't drop 5lb 5 ft to raise a different 5lb more than 5 ft" thing... conservative force and all that... levers aren't the answer.
