SK, (and everyone else,) regardless of the legitimacy of your strong self-belief that your idea holds the solution to reproducing Bessler's wheel, I fear that you place too much faith in the strength of a patent. True it proves that you hold the copyright to your design, but that only applies in the country in which you register it, but for real protection you need an international patent and if you can't afford to build the model or pay someone to build it for you, then how can you afford a broader patent? And what about the cost of renewals of the patent to keep it active?
So what if they grant you a patent for a "rotational device", it doesn't prove that it works. The patent offices around the world are full of patents for ingenious devices which either don't work or else at least don't do the job they claim to be able to do.
Also how much protection will the patent give you? How long before plans to build it become available on the internet so that everyone can build their own models, bypassing your expensive patent? What of the unscrupulous manufacturers who will ignore your patent and make and sell copies globally? You would undoubtedly become famous because of your invention and make lots of money because of it, but the same holds true if you just published the design on the internet and gave it away freely to all, and once published no one can patent it, not even you.
What do you want the law to protect you against? Illegal copies? It hasn't protected the record companies against music piracy and I think they've got more money to spend in protection than any individual.
