People will tell you it's because of MIB and gov't spies and all kinds of other weird stuff. But it's really only because of these two reasons...
First, because it's not easy. It requires a serious understanding of physics, math, forces, mechanics, computational skils, etc. The majority of the people in the world don't have the required knowledge to make something like this happen.
Second, and probably more importantly, the people in the world who *do* posess the required knowledge, the traditional scientists, engineers, professors, instructors, etc. do a very god job of teaching and promoting the idea that some (most) scientific laws are written in stone and are unbreakable, so don't even waste your time. Consequently the people who are most qualified to find the solution are totally convinced it can't be found.
