My thoughts exactly. The design of the wheel is secondary to CONTROL of it's power. As you say, if a "bad" person were to gain control of it, he could do any number of things with it. That is why a government might consider a Bessler Wheel as a potential threat to national security, and thus takes steps to keep it secret. That is also why a "bad" person my try to keep anyone else from discovering how it works.
