I don't mean to sidetrack everybody, but I ran across an intriguing thing called a GIT (Gyroscopic Inertial Thruster).
The following site is interesting and might have some bearing on the search:
(Inter-Corporate) InertialPropulsion.Engineering.Forums

The concept may be different from Bessler's wheel, but they are definitely related (in some strange way). Anyway, lots of interesting stuff there....
