A water wheel is an overbalaced wheel, yet it does not continue to speed up until its destruction. On the contrary, even small water wheels turn very slowly.

: I agree. Bessler's contraption must have had something that held it back. If it was a truly out-of-balance device it would speed up until it reached a destructive overspeed, or something inside caused its limitation.
