Rutan's wheel was not available to the public at large via the internet until just recently and it has since been viewed many times! It is much more robust than it would be if it ran on evaporation and condensation. There should be enough information displayed graphically to make an educated assessment of what is ocurring. The picture was taken by a digital camera in macro mode of a page from Popular Science magazine and turned out rather nice. One need only extrapolate from known basic principles and what is shown to see what is occurring. Quite replicable if you are accustomed to working with polymers. Burt has since gone on to much bigger and better things. The cover story from July's WIRED magazine reveals a bit more about the enigmatic individual that is Burt Rutan....

: : Has anyone looked at the Rutan water wheel and figured out his trick?........My guess is it works [with out seeing it motovate]on evaporation and condensation.
