Figured out Why it didn't work. The pieces that were machined to cause the pendulums to be offset are steel, and weigh MORE than the weights did.
The COG of the whole system was transferred into these non-moving parts, therefore, no movement!

Betting he used oak for these parts. Might cheat and use nylon, or whip something out of wood. These pieces weigh so
much that an 8" 45 degree stem extension could not offset the COG out of these pieces and into the pendulum
weights!
