Grim,
I never mentioned this before but I am now. It's a wrong assumption to think that by having a constant offset pendulum, that is a pendulum that is always set at the same angle, that it will always exert force, or the same amount of force on a wheel. In fact where the pivot of the pendulum is fastened to the wheel is where the leverage from the weight of the pendulum will be exerted, just as if the weight itself were on this spot. It doesn't matter if the pendulum is extended straight out, or at any other angle, the weight will always be the same, and it will always be focused at this place. So the maximum will always be when this spot is at the 9.00 and 3.00 positions, and the minimum at 12.00 and 6.00
