MrTim's lever arm not work?

I've made several versions of the lever arm idea from MrTim and have not gotten an overbalancing effect. I am puzzled by this as the weights do move in and out as he said and I don't see why it doesn't work. I'll do more experiments and tell you all if it works or if I figure out why it doesn't.
