I think what John is saying is that the drawing does not illustrate simple pie-sections, with true radial sectioning from the circle centre point. Rather the pie sections converge at either the inner circle (white sections) or at a point beyond the main circle centre (dark sections). IMO, Bessler illustrated something quite specific here, something other that a simple sectioned circle.
I've measured the white pie sections at about 25.5 deg and the dark pie sections, when extrapolated, at about 94.5 deg.

: Not quite sure what you mean, or how your viewing it John because the angles terminate at the proper places given they arrows end at the circle. If you draw a line from the center of the angle it then would cut through the center. Nothing mysterious here.
