Structures .. I emphasize the fact that in this image, the only things in great numbers are the balls and the paddle that lift those balls.
If Bessler talks about structures, maybe he means to act something to those balls to make them act differently against the wheel or paternoster.
Remember this comment from Bessler : "The weights by themselve contain the universal movement"
