To me it seems that he meant that springs were not used as a vital part of the mechanism but more as an aid to efficient operation. So they might have been used to keep the mechanism from moving laterally for instance - or perhaps to soften impact at some point. Others, I know, believe that some kind of spring was a necessary and important part of the mechanism.
